Passports
By the authority of the President of the United States, the Secretary of State has designated various categories of public officials who are authorized to accept passport applications. One of those is the Clerk of Courts and pursuant to that authority the Clerk of Courts of Hamilton County began accepting passport applications as a service to the public in 1992.

An appointment is not necessary for any United States citizen to apply for a passport and/or secure passport photos at any of the Clerk of Courts' four Auto Title Division Offices:

What you need to obtain a passport
To secure a passport you are required to demonstrate proof of citizenship, proof of identity and provide two photographs. A certified birth certificate is proof of citizenship. Proof of identity may be a previous U.S. passport, a valid driver's license, a valid military ID or a valid state ID. The two required photographs must have been taken within the last six months. They must be identical, 2" x 2" and must be in color. The photographs must be full frontal or whole-face view with a white or off-white background. Vending machine photos are not accepted.

Application for a new passport can only be made in person. A passport photo service is provided by the Clerk of Courts at the passport counter upon request.

You may apply for a passport or passport card by mail if: 1) You can submit your most recent U.S. passport book and/or U.S. passport card; 2) You were at least 16 years old when your most recent U.S. passport book and/or U.S. passport card was issuesd; 3) You were issued your most recent U.S. passport book and/or U.S. passport card less than 15 years ago and 4) You used the same name as on your most recent U.S. passport book and/or U.S. passport card - OR - You have had your name changed by marriage or court order and can submit proper documentation to reflect your name change. All persons, including newborns, are required to obtain passports in their own name. All minors under age 18 must appear in person with a parent or a legal guardian to execute the passport application. Children under the age of 16 must personally appear with both parents, a legal guardian, or person in loco parentis, whether a U.S. citizen or not, and execute the application for a passport. It cannot be accomplished by mail.

 
Expedited Passports
If you are leaving on an emergency trip in less than seven working days, apply in person to the nearest passport agency and present your tickets or your travel itinerary from an airline, as well as the other required items. You may also apply at the Clerk of Courts Office for an expedited passport. The applicant has to pay an additional $60.00 (required by the U.S. Passport Service) plus the expedited postage, which is two overnight stamps valued at $16.25 each. These fees will be collected at the time of application.

The Passport Card may only be used for land and sea travel between the U.S. and Canada, Mexico, Bermuda, and the Caribbean. It cannot be used for international air travel. The Passport Book must be used for international air travel.
